of four minor children, the mother was entitled to effective assistance of counsel [148-149] and the standard set forth in
Commonwealth v. Saferian, 366 Mass. 89 (1974), is appropriate for evaluation of claims of ineffective assistance of counsel
in such proceedings [149]. No exceptional circumstances obtained for this court to review a claim raised for the first time on appeal of ineffective
assistance of counsel at a care and protection proceeding. [149-150]
